Hope Not Handcuffs aspires to launch in Lapeer County

Officials from Families Against Narcotics and the Lapeer County Sheriff’s Dept. are among those hoping to launch a new program in the Lapeer area that would give drug addicts a fight chance to get help before it’s too late.
